Even if steel has a slight edge, tetrahedrite is EVERYWHERE.  For shear simplicity I'll give out silver hammers to avoid making more steel, cuz I'm lazy >.>

But as everyone keeps mentioning... they are roughly equivalent.  A few exhaustive tests were done, and the conclusion was no one material was the standout superior warhammer.  Like bolts, for the most part the higher tier metals lose effectiveness due to lower weights; the lower metals maintain some effectiveness due to having more heft.  (If curious, candy was a horrendously ineffective bolt, better than wood/bone but still worse than copper iirc.  Also, wood is just not worth brining into combat, but bone can be minimally effective).
