No Work

I have mining designations, smooth stone designations, and remove construction designations, but none of my dwarves are going to work. I don't have any burrows and they all have their necessary items to perform tasks. I even removed my tavern so they idle dwarves wouldn't be sitting around socializing. What's wrong?

do they have access to the site?
do some have picks?
do they have the correct labors enabled?

forgetting to have the right labors enabled is my most common mistake

Are your designations blue instead of orange? If so, that's like the "practice" designations or whatever. I had that problem before too. Look at the very bottom of the [d]esignations menu. I think you have to hit 'm' or something like that.

The obvious, but unhelpful, answer is "you've done something incorrectly", but your information is rather scant on troubleshooting support details.

steel jackal summarized the main reasons for things not working.
I'd recheck the burrows so a civilian alert that should be disabled actually is disabled (I've certainly done that mistake).
Pathing would be my second check: can they actually get there (locked doors, unusable ramps, unconnected stairs, tile that should have been designated for digging to access the area somehow not being designated/dug, possibly due to wet/hot stone cancellation...)
There's also a a designation mode for digging (which I think also covers smoothing), and if you've accidentally activated that one when painting digging and smoothing you've basically just made a note to yourself (as decev mentioned).

These three are low-priority jobs, especially smoothing and removing constructions. Just pick a dwarf or two, deselect all jobs not related to activity, including all Hauling and all Other Jobs besides Construction Removal. Smoothing is Stoneworking/Stone Detailing. For Miners, I usually pair them with something other (like Masonry or Mechanics), but disable most of the hauling jobs and cleaning. Otherwise they rarely mine.

There is other possibility: if the numerical priority is set too high, the dwarves will often wait ages before doing that. I use priorities 1-4 only because of that. But default priority 4 should be OK if the only allowed job is the one you want, and dwarf isn't "unfocused" or something.
