I'd try to set up the Blue Sea-Temple as an omni temple, but make a copy of the save first.
Concerning the visitors, if the mountain won't come to Muhammed, Muhammed will have to come to the mountain. Set up a tavern around where the buggers are loitering and see if that can't get them to chat as your dorfs meet them instead of the other way around.
Having said that, I did get a visiting scholar who managed to walk all the way into the library (which is past the tavern) without talking to anyone, and it wasn't a Plump Helmet Man. It took quite some time before the bugger talked to someone.
