Yet another challenge idea, and this one's very simple:

Never wear clothes. Ever.
Whenever somebody joins, they take their clothes off.
If someone's arrested and made to wear clothes, they take their clothes off the second they rejoin the LCS.
No sleepers--they can't take their clothes off, so they can't join.

Win the game without ever having your Liberals wear clothes unless they're absolutely forced to do so against their will.

Tayloring, selling stuff and writing news works without clothes, so it should be possible to influence public opinion, and make money. Defeating the CCS should however be tricky without armour.

This algorith should work:
* Train persuation as usual, but be prepared, to run away quickly
* Recruit some people at the vegan coop, or the homeless shelter
* Sell everybody's clothes
* Use the money, to start a tayloring industry (start with toga)
* buy a printing press and publish the Liberal Guardian
* juice up to 50 by (carefully) spraying grafitty in side mode (the spraycan is not considered threatening, and won't cause a liberal-weapon alarm, so you get only the usual looks from nudity)
* recruit more people, and repeat

What is not possible while beeing naked :
* Legal fundraising
* Renting a room
* Buying weapons from Gangmenbers and Mercenaries
* Robbing the Bank
* Sneaking into a building with disguise or stealth
* Concealed carriage of weapons (=You cause a scare with pistols and knives)
* Getting past the bouncers or the checkpoint

What IS possible while beeing naked :
* Community service
* Illegal fundraising (There is no penalty for naked drug dealing and prostitution)
* Activism (You should bring however a weapon)
* Trading at shop sites
* Recruiting people
* Seducing people
* Kidnapping people (you need a weapon, however)
* Tayloring clothes
* Writing Articles
* Studying at the university
* Teaching skills
* Upgrading a Safehouse
* carrying a spraycan

Problems with the ways to defeat the CCS:
* raiding their sites -> dangerous without armour, however, very good dodge skill (study gymnastics) can substitute for armour
* Hacking the CIA mainframe for the backers list -> hard without disguise.
* Recruiting a CCS lieutnant, and let him send the backers list -> hard without a disguise

Note, also that Dogs and Monsters don't get a penalty for beeing naked, they can do almost everything that clothed humans can. To recruit them, you need somebody with 15 Heart to make them liberal, and someone to recruit them.
Monsters are found at the Geneticts Lab, and Dogs at the Army base, CEO Castle and CIA Headquarter. Hippies may come with 15 heart, so you can get monsters and dogs as your second recruit, if you get a hippie with 15 heart first.

Actually, addendum to that: in the Terra Vitae mod, being naked is considered an appropriate disguise in Terra Vitae facilities. So you can stealth your way around there! :-)

It's also an appropriate disguise in vanilla in the homeless shelter and of course the sweatshop. Recruiting from the homeless shelter should be completely possible once Disguise is decent.

I don't know about Dodge substituting for armor, though. I've had it up at 15-20 and my Liberals still get shot when they're up against competent targets. Vigilantes are definitely competent.

Dodge is effective against weak targets, it's true, but not against good marksman (e.g. Agents). The solution to them is weapon skills and good weapons.
