No option to make slurry at quern

A little while back I ported my main fort from 0.40.24 into the current version of 0.42. That's been working fine, until I decided to establish a library and needed to start a paper industry. At the quern I can order milling plants or making seed paste, but I don't have mashing slurry in the list of available actions.

I know enough about DR to suspect that I'm missing the proper action in the raws, but I've tried tinkering with those and I haven't succeeded in enabling the papermaking activities. Is there something I'm overlooking that I need to do to enable slurry mashing?

Is the quern linked to a stockpile?

It wasn't, but setting the pig tail stockpile to give to the quern doesn't affect the available actions.

I believe the reactions available to a civilization are set during world-gen, so a ported world doesn't get the new reactions.

Hope I'm wrong.

Is this biome reanimating? I really don't want to know what happens when "absurd numbers of megabeasts" is combined with "reanimating biomes".

For the record, while you -can- port old saves into new version... you -should- just make a new world.  If you don't want to abandon your old fort/adventure/world, just play it to completion before starting with the new version. 

Since you are also coming from last year's DF, all the world-gen tavern and scholar stuff won't have happened either.  There won't be books, there won't be instruments, there won't be scholars, there won't be performing troupes.... etc.
