It probably has something to do with the little girls.

I suppose if you bend the definition too much you could probably equate it with child abuse. But really, Kyubey merely makes a deal to turn girls into magical girls, said girls kill Witches to save the world; Witches become the source of power to prevent entropy, or more accurately the grief seeds left behind, and something strange befalls the fates of magical girls, turning the entire setup into cattle farming.
