1) Which version are you playing?  It's important.  There was a major release a few days ago.  We're in "fix critical bugs" mode now.  Information about socializing in the new version is still being learned, and the new forms of social interaction are vastly different from those of 0.40.

2) Which social skills in particular are you looking at?  What are your dwarves doing?  How high did you expect the skills to go up?

3) Appraisal only trains when you actually trade with merchants.  Make sure the broker is the one trading.  (There is an option in the Trade Depot to allow anyone to trade.  This is off by default, but it's possible you toggled it.)

yeah, 0.40 had the issue that dwarves never socialised so they trained the skill really slowly. 0.42 dwarves are socialising a ton more(this practically being the socialising update)

Any specific reason for playing 40.02? Doesn't that one have the "babies of the world in the unit list" crash, "people not using their weapon frequently", "trees growing through floor", "flyers not leaving", and several FPS-killing issues? You should be able to go up to 40.13 without any major gameplay changes.

Dwarves will only talk with each other if they're on the same tile, or possibly adjacent ones. I recommend having a small meeting hall to force those introverts to talk more.
