inactive = uniformed, cant get leather armored civs

I'm trying to get my dwarf to wear leather armor always so I don't have to worry about clothing them.
The civilian uniform is set to leather armor and leather highboots, that's all.
It is set to replace clothing.
I have enough for everyone in the squad
There is a new schedule called 'WearLeather' that is completely set to 'no scheduled order'
Each month is set to 'Inactive = Uniformed'

When I station the squad they all get nakid and put on their armor and boots.
When I cancel their order they throw off their armor and boots and run around nakid!
I like the free spirit attitude but they seem to get themselves upset :\

What am I missing to get them to keep on the armor and boots when inactive and doing their civ jobs?
They aren't hunter, woodcuters, or miners.. masons, carpenters, fishers, cheesemakers, those likes.

I think I am misunderstanding the part where everyone says to set the squad to inactive. What exactly does the mean?

Because now see two options.
Set inactive

Set to train and not give them a barracks.

The second option seems worse because they look like active military and loose civvy names / jobs?

I'd set the squad to Inactive on the alerts screen nor give them a barrack.
If you give them a barrack they'll train through individual training in the barrack most of the time when off duty (as they'll be both when inactive and when the schedule tells them not to perform any military duties) if they have had some training, and thus won't be available for real work.

I suspect the naked ritual is caused by the "replace clothing" setting. The default is "over clothing" and it's not clear whether the description for the order is what the status will be or what it currently is, but the description is for the current state. Also make sure the "replace clothing" option is set for all members of the squad, not just one.

the squad is set to inactive alert
they have no barracks
replace clothing is set to on for everyone (each individually).
when I give the squad a move order they take off all their clothes and put on the armor.
when I cancel the move order they take off their armor and put nothing else on, running around naked.

There are still green check-marks beside the armor in the equipment screen

I think I have the 'replace clothing' option set correctly because they can put on the armor properly but they don't keep it on when I cancel the move order :\

What they "are" is irrelevant. If they have any of the three conflicting labors enabled, they'll drop their armor just like you reported. Make sure mining, woodcutting, and hunting labors are disabled on your masons, carpenters, etc.

There is also a "pecking order" for equipment. If your bootmaker creates a new pair of boots slightly better than the best boots your squad was wearing, your squad leader will doff his boots to fetch the new pair. The next dwarf in the squad, then, will doff his boots to pick up the squad leader's old boots. The string of replacements will propagate through the entire squad leaving all the dwarves temporarily barefoot. If your bootmaker makes a slightly better pair of boots in the meantime the cycle repeats.

Storing armor (or anything, really) in bins can also cause problems. Armor that was "hidden" by a job targetting the bin will become available in bulk, potentially causing multiple replacement cycles as dwarves go to pick up the "new" equipment.

The check marks on the equipment screen shows they have allocated the corresponding equipment, but not whether they're actually using it.

There is another setting, to specify whether armor should be worn only while on duty or if it should be worn off duty as well. The default of that setting is to wear armor while off duty, though.

Yeah, OP specified he set the dwarves to use the armour while off-duty. Messing around with this today, I realised my dwarves were also dropping their armour pieces when going off-duty, as well, even when I set them not to do so. Something is messed up.

So I'm using lazy noob pack and autolabor was on. I hadn't used it before, I'm coming back after a long hiatus. And autolabor had every dwarf set as a miner... So dug through the options and found out how to turn off mining, woodcutting, and hunting and put them in their own squad.

That seemed to fix everything.
Beware the autolabor :)
