Military Inactive vs. Training

Hey folks! Been trying to get a hang of the military interface.

So the plan was to conscript every one of my dwarves, sans nobles and minors (and miners, I guess) into the militia, and set them to Train two months a year and be Inactive the rest. This way (I thought), they'd be armed and armored, keep fit, and stave off Cave Adaptation (by putting their barracks' at the surface), whilst remaining useful members of society.

The only problem I'm having is that, when off-duty, my dwarves spend their time in Individual Training at their barracks instead of their civilian duties. If I unassign them from the barracks they'll get to work, but having to do that manually kind of defeats the purpose of all that scheduling.

Any advice? What's the point of the inactive setting if militia members won't do anything but train by themselves anyway?

Two months later...

Drill instructor: Right boys see you next year. Go haul some rocks.

Recruit: Actually, I'd rather stay here in the comfortable barracks to hone my battleaxe skills. It's inevitable that the hordes of hell will break loose and try to kill us all one of these days.

Drill instructor: Good man.

As far as I understand you can't have a part time militia that actually performs some civilian work more than occasionally without micro management, so I think manually assigning and deassigning barracks to squads is the best way to get that to sort of work.
