Site population cap fix alternative?

It's a well known phenomenon that capital sites ignore the population cap set in the RAWS and woldgen. You can fix the crazy amount of goblins and elves by removing their NO DRINK/EAT tags, but what about their trained war animals? Both elves and goblins stack grizzlies and trolls to an insane amount that no easy, streamlined fix I could think of worked. I went through a few relatively old threads and found no easy solution.

So.... any ideas? I want to explore those sites without lag, and I'm sure so does everyone

Unfortunately there is no way with modding the raws, even with forced eaters/drinkers and even very limited maxage (goblins are immortal by default) i still had goblins&their animals/trolls overpopulations in dark fortresses.

The only way to really put a cap and limit dark fortresses population is using DFHack's gamemaster editor :

I avoided that method since its messing with world history and that you have to modify each site, goblin or not
