Weird mood bug

Ok, so I had a mood hit a child, which was the first time I had seen that, but whatever, it was working correctly.  Occupied the craftdwarf shop... no problem there.  Left to pick up some stone... got half way there... and just stopped.  Its now been treading water in a pond between the shop and where all my rocks are and hasn't moved.  I used dfhack to check materials like maybe they were going to get something else that was destroyed or otherwise lost, but nope... I have everything the mood requires.  The dwarf child is just stuck for some reason.  Anyone else have this problem?  Any way to fix it?  If not, any way to just cancel the mood?

Perhaps he is just stuck in a pond and cannot get out?

You would think so, but there is zero movement at all.  Not swimming in circles.  Not running up and down the edges of the body of water.  No usual behavior from dorfs that find themselves subjected to deep water.  He is just chilling... dead center of the pond.  Weirder, I've had him floating there for a couple of months and, thus far, I can't see any negative effects.  Appears to no longer need food, drink, or sleep and is incapable of downing.  Also, despite treading a 7/7 tile for months on end, he's also not gained a single iota of swimming ability.  He just sits there doing nothing with his flashing exclamation point.

teleport him out of the water to a different tile using DFHack and see if he moves.

7/7 water should drown any dwarf though.
