Broker not working

My broker is refusing to work. He has mining, masonry, and hauling all enabled, and there are jobs for those labors designated, but he is idling. He is not on break, not sealed in a room, and is holding a pick. He has not worked for nearly 2 weeks. How can I get him to start working?
