Pretty much, but this mod is outdated. If you use it in DF 0.40.14+, you're going to have a bad time, as Toady fixed the way vanilla plants work in 0.40.14 and it broke the pre-0.40.14 Plant Fixes quite thoroughly.

If you want a French Vanilla mod updated for 0.40.24, may I suggest you check out the Modest Mod? It also has an Accelerated module, if that's more your speed. (No pun originally intended.) There's a link in my sig.
