dying civ restoration

If i make a fort and a dwarf becomes king/queen. If i retire the fort and start another will i then be able to play for a living civ??

Because... establishing a fort and gaining a monarch DOESN'T count as a living civ in and of itself?

Civs in which the only remaining site is player-controlled don't seem to send out expeditions to found new sites, though if they have enough of a refugee population they will reclaim sites which were conquered but not occupied by the conqueror. Also, if you own the only remaining site and your civ doesn't have an outpost liaison, the lack of a functional capitol may prevent one from being appointed.
