tile set editors

Any advice for creating or combining tilesets? Are there any tools for  combining existing tilesets?

For combining existing tilesets you can use Pyxeledit (http://pyxeledit.com/) , it's a pretty easy tile editor. You can import a tileset from a png and, given the correct size it imports the tiles. Then you can mix and match between tilesets if you so desire. It has a free version, it's outdated and has no support but I think it can be used for that. If not, it costs 10 bucks.

You can also take a look at Aseprite (http://www.aseprite.org/). This is more for pixel arting and animation though it's free
