Can a dying Civ make a comeback?

I got the dead/dying civ notification on embark along with the no outpost liaison notification. then the elves and human traders came but for some reason there was a liaison the 2nd autum from embark. Can anyone verify that civilizations make a comeback?

It is possible, as long as the 'dying' civ still has residents they can reclaim their sites (and be ousted from them) outside of the happenings at your fort.

I've played a fair number of dead/dying civs, and the liaison appearance is often erratic. I think it took 5 years for him to show up once. However, I've had the liaison continue to show up even after one of my dorfs has declared itself monarch.
