Do tamed gremlins count towards population?  I'm just wondering because my civ is dead and I thought I could go and try to catch some gremlins in an attempt to increase it since my dumb dwarves don't want to breed.

Nope. They're just counted as pets.

Don't know how intelligent pets work in the current version though.

While they do count as pets, they can socialize. They can therefore hold noble positions, such as mayor.
