That whole ice making instant dwarf-cubes problem

Is there any reason a creature in a water tile when the tile freezes can't be displaced up one square so they're standing on the newly created ice instead of insta-frozen inside it?  Sure, it's funny and all, but it's sort of annoying to not be able to cross a river in the fall for fear of your dwarf getting insta-killed.  Sure, sometimes there won't be a free space above, but that'd be easy to check for and handle I think.

Because that's not what Toady decided to do and it's his decision to make? :P

Most likely reason is because water freezing like that has probably had at least some roots from back when the game was 2D and hasn't really been changed that much since then.
