I had a single person staying in an apartment with no heat and no crimes. He has literally done nothing but liberal disobedience and yet suddenly a deathsquad appears and just kills him. What's up with that? Can anyone on my team die at any time from unnoticeable and unprovoked death squads?

With a Nightmare mode start, I believe Deathsquads may show up during acts of liberal disobedience.

Police (including death squads) can accost your liberals engaging in disobedience. This is the reason why liberal disobedience has a higher juice limit than volunteer work (which is completely safe). It's uncommon, but it can and does happen.

Police will only besiege safehouses if the safehouse has heat. Heat can be generated by having wanted liberals at the safehouse, or dead bodies. Even if nobody generating heat is at a safehouse, the safehouse can still be raided if there is still heat.

Based on my knowledge of the code, death squads will not execute you if you're not wanted for any crimes. Running from them, however, is resisting arrest, so they can still execute you for that if they catch you.

But doesn't liberal disobedience attach various crimes like "disturbing the peace" on Arch Conservative laws?

Only if you're caught. So yes, it's dangerous. It's part of the game.
