I would disable push/haul vehicle labour for mothers w/ babies. (I had only one injury in my minecart swimming school, when a dwarf fresh in military decided to drop all his cloth and let hang out his leg (or so I figured) while riding.) Unfortunately skill gain is very uneven, some use it often and become legendary swimmers others just don't bother despite having the labour activated.
