Outpost Liaison troubles

My fortress is pretty good, and i dont mean to brag, but its the best thing ive ever built.
population: 148
exported: 26k db's
plenty of food and booze, and a standing army of 30.
Its honestly so good, i plan to retire it very soon
Im not entirely sure how Politics and Nobility works, but at this point i think I shouldve gotten an interview for baronhood.
a few years back, the Urist McOutpostLiaison met with Urist McMayor about regular trade things. but the Liaison never left. he hangs around the meeting area. he never eats, sleeps, or drinks.
Im positive he isnt a vampire, its a populated area and nobody's turned up dead(not of that anyway)
hes loitered around for three years, and for each trade agreement from the Mountainhomes never brings an Outpost Liaison or any kind of diplomat for that matter.
He doesnt register as a noble, or even a regular dwarf. he registers as the @ of a visitor and is in the others z list. s->a->k is looking awfully friendly right now.
If this is in fact a glitch, Toady or somebody smart should know how to fix it or whether or not i can retire it without corrupting the entire world.

Make sure you have a mayor/expedition leader. If you do, remove all their labours and make sure they have an office. They'll probably meet with stressed dwarves first, which can take a while, but they should get around to the liaison eventually. If they still don't meet up and the mayor is displaying no job, appoint a new mayor. The liaison will then leave the map and a new one should come with the next caravan.

Ill try that. Ill disable everything else the mayor does. At the moment she is on break, so it may be a very long while

It worked! the problem was that the previous mayor was confined to bedrest after having both his legs torn off. the trade agreements left us in the high ground and he offered us barony! success!!
