Mining Designation Problem

A weird problem just cropped up with my mining designations. Everywhere I try to mine the designation is now this blue color, as you can see from the attached pic. I literally cannot mine, channel, or remove ramps ANYWHERE at the present as my miners won't dig this blue designated area. And any such mining designation I do anywhere on the map is now this blue color. Any idea what I'm doing wrong?

You accidentally started to make "marker only" designations, check at the bottom right corner.
