why not just make it a clutch of 100 and get it over with all at once.
Well then it wouldn't need to be a community fort.

Well I rethought about this idea. Maybe I can leave some adult dorfs to breed, but make them useless.

1) Remove all their jobs and do not recruit them.
And/or
2) Lock them up in a secured area.

Your biggest challenge there would be that children will harvest and haul, but they wont do any of the essential jobs like planting, building, brewing, mining.

If you don't mind being rather exploity I think the ideal final setup for a one adult fort would be to setup a magma glass furnace and a sand collection zone and have him produce an infinite supply of masterwork serrated green glass discs and use those to buy everything you need off the caravans.
And also to stock the weapon traps you will need since you won't be able to form a militia.
Green glass discs?
A good quality serrated green glass disc will sell for several thousand easy. And as long as you have sand and magma on your map you can produce them infinitely without expending any resources other than dwarf labor. They're also great for generating truly ludicrous gibs.
