Baron moves away from his barony

So, the dwarf that I arbitrarily picked as myself became baron of my small fort, and much fun was to be had. I retire the fort to go ahead and reclaim a randomly generated fort that was abandoned recently, but then decided to go do just a few more things at my old fort. I unretired the fort, and lo and behold he's missing. He'd jumped ship and moved to a town called Puzzledwinds, according to legends. Is there at all any way I can get him to come back?

The only way I know of is waiting for a migrant wave and hoping he is one of the migrants.
