Can enemies stop coming due to civ death

I would like to know whether one will still get sieges when enemy civilisations are exhausted.

I can say from having my neighboring goblin civ eaten by dwarves that no, once the enemy civ is gone they cannot attack you

The sieges actually require population to execute.  Historical figures and their deaths are tracked.  You can even go into legends mode and see war of attrition collapsing civilizations.
