Why dwarves don't want to dig rooms

Hi all!

I can't understand why dwarves don't want to dig rooms with the higher priority for a long time. I have a lot of designations with 4 priority and some rooms with 7 priority and dwarves don't want to dig it even after several breaks.

Why? What am I doing wrong? How can I fix it?

Priority 7 is the lowest priority, see if that's your problem.

1 is number one priority (most important)
4 is middle priority (do it if there is no below 4 priority)
7 (lowest) are bugged now (They are canceled because of bug fixed in .24 update), because 4 priority still exist.
