Can an aquifer be above ground

I have dug into a raised hill and about halfway through its warning of damp stone even though there is no lakes or anything like it. So is it possible there is a hidden aquifer there?

Yes. What you are describing is not "above ground." It may be above the patch of ground you started on, but it is still below ground. You will see this quite frequently where streams and rivers deep chasms through surrounding aquifers. You'd expect the walls of the canyon to just be gushing water all the time, but fortunately, they don't (unless you dig into them.)

That's called an ocean, not an aquifer.
