Can we getmore details on the Pord de Lin groups, such as which one has more cash, or more brains?

I don't see why not. What you get from a quick Google-esque search:

While West Port De Lin is a good bit more prosperous, being a more open and democratic society, it has less military spending than the dictatorship of the East. Neither is, of course, willing to spend a significant amount of their military budget on the skirmishes, but they could act as a gateway for you to equip their full militaries. What this means for you is that, for practical purposes, the East is willing to spend more on new weapons for day-to-day use while the West would spend more if push came to shove and a war broke out between the two. As for brains, many intellectuals fled from the East to the West during the civil war, as they tended to like the more democratic society. However, the dictator seems to value education, as his father was a teacher. Still, the East puts more of its resources into warfare, more "brainy" people are involved in its military for day to day use. This includes many of the higher ups. The West could still put a bit more resources into warfare if open war broke out.

But for the current skirmishes, they are practically the same thing.

Contracts: Offer to give my two current contracts ST-A2s instead, as a generous act. Ship the first 330 to the rebels. Send a salesman to East Port DeLin. Point out that the jungle leads to close combat, and a compact, rapid fire weapon could be a great sidearm

Production: Produce as many ST-A2s as I can.

Research: Look for cheaper materials to make my weapons from, preferably local, and ways to reduce the number of moving parts that can fai in a pinch.

Auto Von Fargo and team are to design a modification of the 'Falcon' design without the silk underlayer (this should drop the cost substantially), but otherwise keeping the plates. This will be designated 'Peregrine'.

Manufacture
All 20 workers are to build 10 suits of Falcon armour.

Trade
Send a salesman each to West and East Port de Lin with examples of the Falcon armour. Tell them that we have sent a salesman to the other nation, and as we know they will not allow us to sell to both, we will respect this. If both nations offer a deal we will accept only one of them.

Let them have the guns but only lend them a trainer of the current model, we don't want any accidents here.

Send the sales men to East Port De Lin  and offer them the  master blaster at $550 each and the right to make there own master blaster ammo of free in return for a large 50 unit plus contract.

FutureTech Actions:
Sell the 30 JR-300s already in inventory to the Monarchists
The Workers are to make as many JR-300s as possible, then sell those to the Monarchists.
If possible, the Workers are to make one of the $650 JR-300s so that it can be tested more closely for flaws.
The Salesmen are to approach the leadership of East Port de Lin to see if they are interested in buying JR-300s.
