So I've been playing the r855 build all week, today whilst making cheap clothing to sell and grinding the tailor skill, I noticed 'safety vest and hardhat'.
I've never noticed this before, is it something new? Also, what's the purpose of it?

Yes, it's new - it basically replaces "Work Clothes" in the older versions. Sewer workers, factory workers, etc. are likely to wear them.
