when i tell them to move or attack some if not most will run back and get stuff, lol as if i dont give them enough time for anything other than training

i set their schedule to
  all but one to train ever month at all time (to allow breaks for one person at a time),
  sleep in barracks when needed
  replace clothes
  partial clothes


well, they all are wearing the equipment that i specifically assigned to the squad. ie copper mail shirt, copper breastplate... etc.

i also have them set as active/train and to stay in uniform when offduty

but when i tell them to attack or station some will follow orders and others will go back for "provisions"

what is their schedule?
If you don't have them on active/training, and also don't set them to "replace clothing" with their equipment they won't have anything when off duty.
I recommend having at least some soldiers on 24/7 active/training orders so that you have someone ready to go at all times

Periodically, when you expect that new soldiers or new equipment will have caused current uniforms to need updating, issue a station order somewhere a little far away.  Dwarves will choose the nearer equipment piles over the further away station order, get themselves dressed and geared, then go to the station.  Now they'll be ready to react to a real threat.
