Marks dwarves help.

The little buggers won't train at the archery range, they just hang around there socialising with full quivers of masterwork bolts during active alerts.

You have the ammo marked for training right? And the archery targets set as rooms? I think each target has to be its own room.

They have bolts in the quivers, and they are standing in the archery target room.

Have you set the archery range "T" yet? "q" it, select the squad, then press "t".

Also, if you're trying to conserve bolts by digging pits around the targets, you may have broken the "direct path" rule for archery training

They're set to train, and I have so many bolts I didn't make a pit.

Do you have a barracks? Marksdwarfs on active duty need one to organise their training activities. Otherwise, they'll recognise they have shooting ranges and take the "go to archery practice" job, but can't do it properly and get stuck. If you want them to train without a barracks, you must keep marksdwarfs inactive.

If you give them a barracks, they might spend the first few months on demonstrations and individual (dodging) drills before they start practising archery in earnest.
