Inactive Dwarves doing Individual Training too much

If this is a known bug, yay.  If not, I'll post it or whatever.. but asking here in case it's not a bug or already known.

So I tend to like to armor all my dwarves, even when they're inactive, and give them training for agility/strength to help with non-military activities.

Generally I try to have one month every season where they're set to 'active' and train, followed by two months where everyone goes back to civilian duties.  Thing is - they're just doing individual training.  I even just flatly set them to inactive (as opposed to scheduled no orders), but they still just train.

Sure I could turn them off in the barracks, but it still seems a bit silly.  It seems like the priority for individual training is too high, leaving production facilities and duties to gather dust.

I get this when I have it set to ten dwarves min, but when I set it to three or four they do instructions.

Inactive militiadwarfs with a barracks assigned to their squad were always very likely to do combat drills instead of doing civilian work. They _seem_ to completely prioritise it in DF2014 while in DF2012 you got a split of maybe 50-50 or 2-1 civilian work/off-duty training, but i haven't looked much into it. If i want them armed and trained, i just put them on fully active year-round, and if not, i don't give them a barracks. I also won't give them more than a shield and maybe a weapon - civilians in full armour with no decent armour skill are painfully sluggish.

I wonder if their skill will be rusting fast if they haven't been doing combat drills for a long time?

I tend to put my squads on active duty every other month, and they do a decent mix of off duty training and civilian work (40.16). I usually set the number requirement to 4 for a full squad, if that matters.
My military dwarfs never have vital civilian jobs, mind. I usually make them engravers or redundant smiths. But in my current fort all my engravers are soldiers, and it certainly gets done.
