tile->default traffic values

Tracks are assigned default Low traffic upon designation; why not generalize it to giving other objects default traffic level - upon designation, completion or sighting - and make this configurable? E.g.:
Road: High
Butcher's shop: Low
[...collectible plants...]: Low - so that dorfs won't stomp out berry bushes and saplings.

I'd like to see webs automatically designated as restricted pathing zones. Dwarves will wander into precious GCS webs like they aren't there.

Additionally, farmplots could be auto-traffic-designated. I don't want my dwarven wine to taste like boot.
