ORG/NAT colored stripes over white or another ORG/NAT are Annexation Lines. Yes, you can declare war. Since there is no units or symbols, be careful with this as well.
ORG/NAT colored area is your territory.
Put your ORG/NAT colors into the box in the map itself, plus initials below it. While it has 8 standard boxes, if more join feel free to expand or make a separate image for it.
