Bug or Intended? Offensive fighting with shield does not give xp

It looks like fighting with a shield (by which I mean smashing people in the head with one) does not give you shield skill experience.

Is that a bug or intended to work that way?

Shield skill is only used when blocking - using it as an improvised weapon counts as Misc. Object User.

Your legendary shield user, who's a novice misc. object user, is as weak as a puppy offensively.
