How to make a stepladder?

I swear I'm not crazy and he released stepladders. I looked in the carpenters workshop, masons, craftdwarves workshop, and metalsmith forge. Nothing. No ladder. Am I missing something?

New game? I haven't started one myself (waiting on the Therapist to do that), but the update did say it won't work in old saves.

Yes, it's a brand new game. Gathering zones are there, but no stepladders.
