Where is sand found?

Can find all kinds of information on how to handle sand... but I have never seen any and my dwarves seem unable to collect it even though i have several of bags.

I think it is collected alongside the cave river, so you probably need some empty  and accessible strech of land there.
But are you sure that your bags are realy empty ? Just asking, because having enough empty bags often is no trivial task with seeds beeing stored in bags, too.

Well, every bag ive looked at does seem to have seeds in it. Ill swamp the shops with a few dozen bags later.

But is the sand an actual tile or is it just a hidden quality on a dirt tile?

It's an invisible component of some ground tiles (presumably rough) next to the [cave] river.  If there's no sand to be found at the cave river for whatever reason, dwarves will go to the outdoor river.  You'll see it in adventurer mode if you go near rivers in some places, or walk on glaciers, but for some reason it doesn't exist in deserts.
