Maybe "The Settlers" series? they're more combat focused than the Caesar series as the levels play a bit more like an RTS with an opponent to defeat but the base building and resource organisation is pretty complex. Wheat to the mill for flour, flour and water to bakery for bread that goes to the mine to feed the miners who get coal.

The only one I've played is "The Settlers IV" which was a bit of an odd one out when it was first released. It was too complicated for me at the time but the visuals are very nice and animate and the music is quite nice too. I can't speak for the recent instalments however as I have neither played them nor have looked too much into their respective communities for opinions.


Base building in "Supreme Commander" is a bit more in depth than most RTS. Buildings get adjacency bonuses when next to generators and mass mines and you can build a production line that endlessly churns out units.

How about Sid Meier's SimGolf?

I found a copy of it the other week but haven't played it yet.  It's basically running a country club.
