Vandal Hearts and Vandal Hearts 2 are both tactical RPGs, higher emphasis on tactics, lighter emphasis on RPG. Was from the PSX era.

Good luck getting Chaos Gate to work right (unless someone's patched it since I've played it). It's got a bug where a cultist firing just up and crashes the game, and the only apparent way to fix it is to play on Windows 98 or 95 (on a Virtual Machine, for example).

Plus it had a bullshit scripted moment where the game just takes away one of your guys at random. And you've only got as many guys as you see from the start. No more.

Though that does remind me of Final Liberation, another WH40k turn-based strategy where you control a progressively growing army of Imperial Guardsmen fighting against an Ork infestation. And you can get it running with much less effort than Chaos Gate, too.

The Civ 4 Beyond the Sword (now like 10$) free mod Fall from Heaven 2 (available here: http://forums.civfanatics.com/showthread.php?t=171398) and the mod-mod for FFH2 Masters of Mana (http://www.masterofmana.com/) both turn civ into something like an rpg with very different tactics than standard CIV (assassins, magic) and with Masters of Mana, global terrain shaping spells.

You get national and religious heroes who level up rapidly compared to normal troops, and permadie if killed, and MoM ads a separate magic research tree, so your leader improves over time. MoM further pushes the rpg angle by keeping hard troop limits at around 20, so you have to work on leveling a team of chosen troops by hunting orcs and killing dinosaurs, exploring dungeons and similar hero stuff instead of stack-of-dooming grunts like in normal civ.

In FFh2 you could already ascend to be the god of winter and freeze the landscape (as the Illians), or summon an OP angel race into one of your own cities, fueling them with the souls of your honorable dead (as anyone) but in Masters of Mana this was war 101.

My favoritest game of it involved conquering a desert sun-worshipping people, and turning their entire land into a flaming hell with a ritual, only in order to provide a buffer from my friend's rapidly growing swarm of ice demon locusts.

... yeah, those are great, but tactical rpgs they aren't even remotely. Those are 4x strategy games to the core, and basically nothing like the requested stuff. Have no idea what you're talking about regarding MoM and hard troop limits, though. Can't recall anything like that. There's a military population limit thingy, iirc, but it's not terribly hard to increase, from what I can recall.

As for actual suggestions, if you want something very tiny and fairly simple, you might check out Dungeon Bash Tactics. Also free, if you count dealing with an ad-ridden angelfire webpage as being free :P

Oh yeah, if you don't mind mech games Microsoft also released Mechcommander 1 & 2 for free now.  And they released parts of the source code for MC2, so there are modding projects in progress...   Like http://www.moddb.com/mods/mechcommander-omnitech

Or for a roguelike, there's gearhead 1 & 2, 2 was never QUITE finished but the bulk of the campaign is in there and I've easily spent over 100 hours playing.  http://www.gearheadrpg.com/

ooh DEFINITELY second mechcommander 1 and 2 - very tactical and with a more overarching feel due to the salvage you get at the end of each mission to make your mechs better. I always preferred 1 over 2, but apparently 2 is better multiplayer.

It's also freeware these days!! I can't find a link at the moment, but it definitely is.

With enough work and polish, it could have been a forgettable flash game on Kongregate.
