Could an underground civilization be modded in

I was wondering if it was possible to have a civilization modded to live underground, one that builds towns and cities or fortresses, how would I go about this

You could possibly fake underground civs with sites by giving the civ dwarf-type sites, and only access to mountain biomes. That should result in the civ only receiving fortresses and mountain halls, the latter of which are strictly underground. Other than that, underground civs with sites aren't possible right now, just equivalents of the animal men.

Not a playable one anyway. You can make a civilization exist underground and invade you from the caverns. They won't show up in legend's mode though.
