So, interesting, I checked the legend map of my civilization and it's holding a huge chunk of land with about 20 sites, so obviously it's doing at least passably well.  My embark was just a little northwest of their center of power, so I should have been more than close enough to receive spare citizens.  Even so, no migrants after the second wave.

Very peculiar.

The only thing that I had going on in this fort compared to previous was the insane dwarfs running around.

Even so, could easily just be coincidence.  The other possibility is that, despite the large holdings of my civilization, the only people who are actually left in it are the nobles on the civilization screen.

Luckily the the Changes in the Ini did the Trick and I'm a happy camper. The Immigrants even arrived earlier than the first Caravan ^^

After much exploration, the reason I wasn't getting any immigrants in my game was because the dwarven empire that I was a part of was mostly goblins.

So it goes.

Same here, but I did get immigrants in the end. And they were Dwarves even though my Civilization was taken over by Goblins.
