are they new recruits and did you give them plate armor,

if so their armor weighs so much they can't move, give them a lighter armor until they get a few levels in armor user

If they have a barracks they should be sleeping there...are you sure you have them set to stand down, they're not stationed in that hallway are they?

Try putting them on-duty (military screen -> view squad) then zooming to commander and selecting a station somewhere out of the way.  Also, make a meeting zone somewhere innocuous if you haven't already.

No they are new recruits, but they have no plate. I only made them military so i can command them into a pit where they will fall to their death (Way to many immigrants)

Uhm, yeah, dwarves are not lemmings. If you tell your military to go somewhere that they can't (like off a cliff) they won't do it, they'll just stand around until you tell them to go somewhere less dumb. In the Military menu you can hit V when you highlight your squad leader and tell the group to sleep in your barracks or on the floor, if they're on duty or not, etc.

instead build a bridge over the pit of doom, station them there, then pull the lever.

I built a bridge but it only says designed when I press q on it. And it says they need masonry. I have like 100 masons with all they skills and no one will do it.

Bridges need an architect first. He brings the needed material(s). After that, any mason can build it. Maybe yours are just busy?

I have a problem somewhat similar to what OP describes; my military won't go spar in the barracks anymore. Instead they cluster in one of the dining rooms, or in the quarters of the Sheriff/Captain of the Guard. http://xs.to/xs.php?h=xs221&d=07452&f=df_militaryidiots.JPG
There is a bed assigned as Barracks, and the squad is set to Stand Down, so what's going on?

Align, that happened to me when the squad leader was injured & resting in bed - they all stood around waiting for him to heal, rather than continuing to spar.

The leader isn't injured, but one of the members is. Now he refuses to lie in bed, despite losing his right lung. Whatever, is it still his fault, as it were?
