Usually not.  Sometimes dwarves will 'go underground' and tame a creature, but its restricted from embark, I believe.  Mod it in if you want it.

Not afaik. Dwarves don't have access to most tameable animals because they're restricted to various [COMMON_DOMESTIC_X] tags. Elves can tame everything because of an entity tag that allows them to tame everything non-evil non-underground.
