You can use pumped water, it just has to be draining quickly enough that the spots under the wheels a re not 7/7, despite the water being pumped.

This simply isn't the case. 7/7 water can flow perfectly well. In fact, typically, the goal I set for a self-contained power system is to have unmoving but once-flowing (and therefore buggily considered always-flowing) 7/7 water throughout.

You are correct about the fact that teleporting water can't produce flow, at least according to the wiki. But once flow has been induced, you can safely fill your power plant to 7/7.
