Would it be safe to assume all SCPs that aren't contained on-site or otherwise have a non-censured location would for all intents and purposes be stored in this base.

I'm going to incorporate the other SCP bases, and I was also playing with the idea that we're new, and SCPs are running amok in the world. But for this SCP, it's the first one that's being tested, so it's in the base

So if we wanted access to say SCP-914 that would require travel or transport of the SCP itself.

Wait so if the SCP foundation is so new how have they already made these ridiculous hierarchies and tests we would be referring to in our own research.

That's the issue i've run into. I could have it so it's like SCP now, but then researchers wouldn't have any fun stuff to do, and all of the SCPs, which I think there's only one of each, would already be contained, so there really wouldn't be any search and contain missions. For my idea, I guess the Foundation website would be considered meta knowledge, and the people would only really know what they know based on research the ingame researchers have done. Any other ideas? Also, for the hierarchy thing, it could be like XCOM, where you already have the ranks, their just not filled out yet. It is filled with the best of the best or scumiest, I would think.

Well there are several SCPs that are books or concepts that by their very nature have multiple copies. Plus often times when a dangerous SCP tries to escape several lower priority SCPs will slip out in the confusion. As for research most of them have been barely researched at all. They have an average of maybe five experiments each and except for the very limited ones those only scratch the surface.
