So I've gone to my z (Status), Kitchen screen, and find under the Permissions column that to the right of Cook is nothing but "----". I expect that for "prepared one-humped camel heart", but shouldn't I be able to brew plump helmets?

According to bug #7344, that can be caused by uncompressing / copying a new version of Dwarf Fortress over an older version.
