Problem with Pop Cap

I am playing the previous version (non 2014).  I just started again after a few years of absence.  I have set my pop cal to 10 (for varying reasons), yet i keep ending up with 20-30 dwarves and migrants.  Is there a floor level for pop cap that you cant go below?  maybe 30 or so?

Also, I am using the most recent lazy newb program with dfhack built in.  Is that maybe the problem?

The pop cap is fairly erratic and only comes in effect, when the dwarven caravan arrives.  This should be fixed for .40.05.

I think you will always get the two first immigration waves, no matter what you do with the cap.

The first two migrant waves are hard coded, and even when I'm past my cap, I usually get a third. My guess is that it doesn't start checking that till after the dwarven caravan has left, and when it leaves it also looks at how much wealth you exported, which supposedly affects the size of the next wave (Though its semi random). Your best bet is to either set the cap to 30 or so, or kill all new migrants after you hit ten so that you don't grow.
