Attribute Allocation for Custom Entities

So I'm working with attributes at the moment and the first thing I notice is that all of the non-Dwarf entities have basically perfect memory and really really skewed/weird attributes. Elves have ABSURDLY high attributes across the board.

If you count +'s as a point and -'s as a negative point, Dwarves are at like an 8, and Elves at a 19 on Attribute allocation.

I'm setting up a system for my races and considering a 10 point system for each race. So each race will have 10 +'s to allocate to attributes and of course negatives in another attribute would open up a point to use elsewhere. At the moment it seems to be working out.

Curious what you guys think, here's the table for example (its sister table is the Stat Ratings table that explains what kind of ranges each stat is looking at depending on its level.)

Also is there a problem if non-player entities have normal memory values instead of max?
