How does hunting work in DF2014?

I have a dwarf with a crossbow, quiver, and ammo. There is huntable wildlife outside. But when I turn on hunting in his labours, he still does not hunt.
I am not using any burrows, so that's not the issue.

How does hunting work in DF2014?

Are you sure the wildlife is huntable?
Is the dwarf busy doing other things?

From what I've seen, Hunters are unlikely to hunt birds. The current bug with flocks of birds becoming stuck in the sky and not moving for years on end, preventing new wildlife from entering the map, does not mesh well with this behavior.

Don't know if this is your problem, but it's one I've encountered.

That must be it then. I thought owls were huntable. They're indeed stuck in the sky.

Dwarves mustn't consider penguins to be birds as I have seem them hunt little penguins in 40.2.
Poor penguins.

I think the only problem is that they need to be able to path to the creature. And since birds often fly they can't path to them, so they don't hunt them unless they stay on the ground for a while.
