My above-ground farm plot is telling me that I have "No seeds available for this location", even though I do have plenty of oat/lettuce seeds.
Subterranean plots are working as expected.
Tried re-designating several plots but behavior is unchanged. Is it possible that I can't grow any of the crops I have seeds for in the biome I'm in, or is this a manifestation of a bug?

Is it a Mountain biome?  That would do it.  If you aren't sure, then the best indicator is whether you have natural shrubs and trees.  If there are no shrubs and no trees, but you had an initial grass covering, then it's probably a Mountain.  Grass shouldn't be there at all, and won't grow back when eaten/trampled/burned, but you do get an initial grass covering (due to a bug, I assume).
